The CCFC Attendee Code of Conduct has largely been built and in some instances directly copied from the Standards of Conduct for Anthrocon in Pittsburgh, Pennsylvania. CCFC has built its Code of Conduct for Attendees atop of Anthrocon’s document because the CCFC leadership believes the Anthrocon document is not only well written but covers all necessary topics and because the rules and regulations of Anthrocon are almost entirely identical to that of CCFC, especially given that the two conventions occupy the same U.S. state. CCFC has built upon and in some instances directly copied from the edit of Anthrocon’s document by Furrydelphia with the express permission of Furrydelphia staff. Credit for most of the wording in this document goes to Anthrocon, Inc. with any changes and alterations made by CCFC Chairman with assistance and advisement by CCFC’s Board Members.


Capital City Fur Con exists to provide an opportunity for fans of anthropomorphic characters to gather and develop connections with other members of the community. We as an organization strive to promote the growth of the furry fandom within a warm, diverse and exciting environment. Our partnership with the ALS foundation enables us to make a positive difference in a greater social sphere and to help establish a good reputation for the fandom.

The convention’s management reserves the right to deny or revoke the membership of any individual at any time for any reason. CCFC, also reserves the right to amend these rules at any time without prior or posted notice and reserves the sole right of interpretation. Anyone who sets foot in convention space agrees to indemnify and hold harmless CCFC, its partners and affiliates including the Hilton Harrisburg and its partners and affiliates from any claim for personal injuries or other damages or equity arising out of any individual’s activities at CCFC, even if such injury or damage is caused by negligence by or on the part of CCFC, its partners and affiliates, and the Hilton Harrisburg and its partners and affiliates.

As a condition of membership, all CCFC attendees are required to abide by these standards of conduct for the entire duration of their stay, even prior to Opening or after Closing Ceremonies. Convention General Rating

All convention areas are “PG” at all times, except for one hour leading up to all 18+ Panels and events which will be monitored by CCFC Staff.

In accordance with CCFC and the rules and regulations of the Hilton Harrisburg, attendees, when in public areas, may not wear clothing which is overly revealing or inappropriate to the atmosphere of the convention, such as fetish-related garb and accoutrements. Collars and harnesses are acceptable. No leashes will be allowed on the floor space. Shirts, pants/shorts, and footwear must be worn when in public areas of the hotel, such as lobbies, convention space, the gaming floor, restaurants, and concourses, except the pool area. CCFC Staff that is on-site will determine what is appropriate and reserves the right to ask anyone determined by CCFC Staff to be wearing inappropriate clothing to change or leave the con space.

Full-body fursuits are excluded from the “shirts/pants/footwear” rule, provided that the costume is not unacceptably revealing.

Public displays of affection beyond what is appropriate for polite company are frowned upon. You will be asked to express your devotion to your significant other either in less conspicuous ways, or in private.

Public Decorum

No water guns, silly string, nerf guns, or any thrown or projectile-type toy may be used in any area of the hotel, including its grounds and parking lots. The decision by CCFC staff in regard to whether or not an item is appropriate will be final.

Individuals found sleeping in the lobby, the hallways, the meeting rooms, or the general assembly space will be asked to relocate to their hotel rooms or to leave the property in order to sleep.

Throwing items off balconies, steps, patios, elevators, and other heights is strictly prohibited.

CCFC attendees must abide by instructions given by CCFC Staff. Failure to do so will result in loss of membership privileges. Any disputes or concerns may be addressed onsite or emailed to our general inbox at

CCFC functions, including Main Events, the Dealer’s Den, the game room, and all panels are open only to members, and all attendees should always wear their membership badges. A badge is only valid for the person to whom it was issued; Badges may not be shared under any circumstances. Individuals found to be sharing badges will have their badges confiscated for the remainder of the event and may, at the discretion of the Board, be barred from attending future CCFC events. 

Smoking (including the use of electronic cigarettes or other vape products) is not permitted in any area within the hotel, including the guest rooms. Smokers are asked to use designated smoking areas, and to comply with any other smoking rules of the facility. Cigarette butts must be disposed of properly and may not left on the ground.

Knowingly providing transportation or housing, or otherwise knowingly enabling an individual that is unwelcome at CCFC to attend or enter the Convention’s property will result in permanent revocation of CCFC membership privileges.

Attendance by Minors

Anyone who is under the age of 18 years at any time during the convention must present a signed and notarized parental permission form at registration unless accompanied by a parent or able to produce evidence of legal emancipation. Attendees under the age of 16 must always be accompanied by an adult aged 21 or older. There are no exceptions.

Minors are not permitted under any circumstances to enter areas that have been designated for mature audiences.

Anyone providing false documentation of identity or age will be denied membership and reported to the police.

Anyone who is under the age of 18 years will be issued a specialized Membership ID that will clearly designate them as being under 18 years of age. Any of these individuals who attempt to cover up their ID, borrow the ID of an individual over the age of 18, or in any other way deceive CCFC staff, the Dealer’s Den vendors, hotel staff members, or other attendees into believing that the individuals in question are above the age of 18 will have their convention Membership revoked for all future convention years until they are 18 years of age. The parents or guardians of these individuals may be contacted at any time and for any reason by the CCFC Chairman or Assistant Chairman. Anyone who is over the age of 21 years will be issued a Membership badge that will clearly designate them as being of drinking age. It will be necessary for attendees to display such a badge to a member of CCFC staff before being allowed to enter any convention areas designated for persons 21 and older. CCFC staff reserves the right to check the legal ID of anyone who they suspect to be under the age of 21 who is presenting a 21-and-older badge. Any bartenders within such areas WILL still check for legal IDs before serving alcohol to ANYONE.

Weapons Policy

According to the rules and regulations of the Hilton Harrisburg, no actual weapons or any items that can be easily mistaken for weapons may be carried either openly or concealed at any time on hotel property, regardless of any permits which you may possess. Exceptions may be made only for duly appointed security and law enforcement officers by prior arrangement with the Chairman and Assistant Chairman.

Weapon replicas are only permitted as part of a costume and if at a glance they can be quickly determined to be replicas, by means of unusual colorations, sizes, markings, etc. Any member of CCFC Staff may ask to closely inspect your replica at their own discretion.

Pet Policy

According to the Hilton Harrisburg rules, pets are allowed in the hotel. Pets must be under 75lbs and you must pay a deposit of $50 in order to keep them in your room. While the Hilton Harrisburg allows pets in the hotel CCFC will not allow any pets on the Con floor space. The ONLY exceptions to this rule will be for service dogs.

Service dogs (as defined by the Americans with Disabilities Act or ADA, Title II) are permitted in all convention space accessible to members provided that they are under appropriate control. Emotional Support Animals and Therapy Animals are NOT considered service dogs by the ADA, and are not permitted in convention space. All animals on hotel property must remain calm and controlled by their owners at all times. 

Parties/Gatherings in Hotel Rooms

Gatherings in hotel rooms must not generate any noise that can be heard in neighboring rooms at any time. This includes during the day. Any parties or gatherings happening in hotel rooms must be kept to a reasonable volume. CCFC Staff reserves the right, in accordance with the Hilton Harrisburg management, to decide what constitutes “unreasonable noise levels.” Hotel doors must be kept shut during such gatherings and guests are not permitted to congregate in the hotel corridors.

Loud parties will be given an initial warning to remain quiet. Any further action, including additional warnings or motions to remove the offending individuals, will be taken at the discretion of the hotel. CCFC is obligated to respect, uphold, and enforce all decisions made by the hotel in matters of safety and security.

Any damage caused to hotel rooms by guests or people visiting those rooms are responsible for repairs, costs, fees, etc. CCFC is not responsible for any damages causes by guests in their own hotel rooms. 

Sales of Goods and Services

The offering for sale of any goods or services at the convention may only be undertaken in the CCFC Dealer’s Den or the Artist Alley/Con Store and only by registered CCFC Vendors who have provided the Dealer’s Den staff with physical copies of their valid Pennsylvania Sales Tax Licenses. All sales will be governed by the rules applicable to those areas. Sales may only be made at authorized times and when processed through the vendor’s tax license.

Any and all sales undertaken not in this specific manner are considered ILLEGAL by the state of Pennsylvania. To that degree, any individuals found making illegal sales will have their memberships at CCFC revoked and, in order to keep our promoter status, must be reported to any necessary authorities.


       Harassment includes offensive verbal comments related to gender, gender identity and expression, age, sexual orientation, disability, physical appearance, body size, race, ethnicity, religion, technology choices, sexual images in public spaces, deliberate intimidation, stalking, following, harassing photography or recording, sustained disruption of talks or other events, inappropriate physical contact, and unwelcome sexual attention. 

Participants asked to stop any harassing behavior are expected to comply immediately. 

Attendees are also subject to the anti-harassment policy. In particular, attendees should not use sexualized images, activities, or other material. 

If a participant engages in harassing behavior, CCFC Staff may take any action they deem appropriate, including warning the offender or expulsion from the conference with no refund. 

If you are being harassed, notice that someone else is being harassed, or have any other concerns, please contact a member of CCFC staff immediately. Conference staff can be identified as they’ll be wearing branded clothing and/or badges. 

CCFC staff will be happy to help attendees contact hotel security, CCFC Staff or local law enforcement, provide escorts, or otherwise assist those experiencing harassment to feel safe for the duration of the conference. We value your attendance. 

We expect participants to follow these rules at conference and workshop venues and conference-related social events.     

Substance Abuse

The sale or other distribution of any illegal or controlled substances is not welcome at CCFC. Any individual found to be distributing such substances will be removed and reported directly to the necessary authorities.

Anyone knowingly or unknowingly providing alcohol to anyone under the age of 21 will be guilty of a felony and will be turned over to the authorities. It is the sole responsibility of persons providing alcohol in room parties to ensure that every person in attendance is over the age of 21, even if that person is not drinking alcohol. The Pennsylvania Liquor Control Board is extremely serious about this law and we ask our members to respect it.

Media Relations and Use of CCFC Images or Footage

All journalists, media photographers, and any other members of the press are always required to be accompanied by a senior CCFC staff member while on hotel property. Members of the press may not conduct interviews or take photos, audio or video footage without an escort.

If members of the media are present, attendees must act responsibly. Media representatives who are not escorted by a CCFC staff member should be reported to CCFC Staff immediately. Remember, being an attendee does not qualify you to speak on behalf of CCFC. Therefore, under no circumstances should you speak to any unescorted members of the press!

CCFC attendees should be aware that audio and/or video recordings are frequently made in convention areas by both staff members and other attendees and that their likenesses may appear in those recordings. Individual members agree to assign without compensation the use of their likeness(es) at CCFC for the use of promotional material. To protect the intellectual property rights of our vendors, no photographs are to be taken in the Dealers Den at any time!

The name “Capital City Fur Con” and the CCFC logo may not be used in any fashion that disparages or dilutes that mark. Members agree to remove from circulation or publication any image or recording that in the sole opinion of CCFC misrepresents or defames its service mark.

Payments to CCFC and Other Money Matters

CCFC will accept payments for registration and Con Store payments in the forms of cash and debit/credit cards. For our own security reasons checks will NOT be accepted.

CCFC functions by the money given to us by our attendees and any events we may hold before, during, or after each convention. We are not responsible for any attendee losing their money, valuables, items, cards, etc. If you suspect an item has been stolen, report it as soon as possible to CCFC staff or Hilton Harrisburg staff. We cannot refund registrations due to how we use registration money to make sure the convention is running properly. Fraudulent activity on attendee credit cards or those who try to avoid payment may face legal action. 

CCFC cannot involve itself in financial disputes between individual members and cannot divulge information about an individual member to any party other than to banking officials or legal authorities.

Final Notes

CCFC’s priority is to provide a safe and welcoming environment in which all rules are abided by. All attendees are to be under the impression that they are responsible for their own actions, damages, etc. CCFC staff will work in conjunction with the Hilton Harrisburg to make sure security is present and that attendees are following the rules.

Note that at any time the Code of Conduct may be changed or edited to adhere to hotel rules or at the discretion of CCFC Staff.
